Chemical security is one of the key issues facing the fertilizer industry in the 21st century. Businesses at all stages of the distribution chain — from manufacturers to importers, distributors to dealers — face myriad existing and emerging security regulations designed to safeguard fertilizer products from terrorist and criminal threats. These security regulations are bringing big changes to the industry, and essential fertilizer products such as anhydrous ammonia, ammonium nitrate and urea are at the forefront of this debate. Green Markets assembled a distinguished panel of industry experts from Terra Industries Inc,the U.S. Department of Homeland Security and the Agricultural Retailers Association to discuss specifically how these changes affect you and your business, and what to expect in the months and years ahead. About the Speakers: Jim SchellhornDirector of Environmental Health, Safety and Security for Terra Industries Inc. - Jim has over 27 years of experience in the fertilizer industry including development and implementation of EHSS policy and procedures, compliance programs, permitting, and community outreach programs. He is an active member of various trade and non-profit committees and boards committed to Environmental, Health, and Safety compliance and Homeland Security. Jim served as a member of the Oklahoma Environmental Quality Board from 1993 to 1995, as Chairman of The Fertilizer Institute’s EHS Committee from 2002 to 2004, and has been a member of The Fertilizer Institute’s Homeland Security Committee since its inception in 2001. His current duties at Terra Industries include oversight in the areas of regulatory compliance; air, water, and waste permitting; community outreach; process safety management; risk management planning; emergency response, and facility security. Richard Gupton Vice President of Legislative Policy & Counsel for the Agricultural Retailers Association - Possessing more than 10 years of government experience, Richard serves as ARA’s director of legislative policy and counsel. He represents the Ag retailers’ interests before the legislative and executive branches of government, working to ensure that important Ag retail issues receive fair consideration on Capitol Hill. His issue areas of expertise included: agriculture, banking, insurance issues, telecommunications, high-tech, energy, transportation, aviation and trade. Richard also manages ARAPAC, the association’s political action committee. Prior to joining ARA, he served as deputy director of agricultural finance for the Independent Community of Bankers of America (ICBA). In that capacity, Richard represented the interests of community banks before Congress and the Administration. He filled leadership roles on the House Republican Policy Subcommittee on Environment, Resources and the Agriculture Advisory Board. Marybeth Kelliher Deputy Chief, Policy and Programs Branch, U.S. Department of Homeland Security’s Chemical Security Compliance Division - Marybeth Kelliher directs development of policies and programs that support administration, interpretation, implementation and enforcement of the Chemical Facility Anti-terrorism Standards (CFATS). Prior to DHS, Ms. Kelliher was the Director of International Trade and Security at the American Chemistry Council. She was the council’s senior subject matter expert on security, specializing in nonproliferation, counter-narcotics and foreign policy matters. Appointed by the U.S. Secretary of Commerce, she also served on the Material Technical Advisory Committee that advises the Department of Commerce (DOC) on the technical parameters for dual-use commodity controls. She was also appointed to the North Atlantic Treaty Organization’s Industrial Committee to serve as a chemical sector expert. Before going to ACC, Ms. Kelliher worked in the U.S. Congress for the Arms Control and Foreign Policy Caucus. Ms. Kelliher holds a Master of Arts (M.A.) degree in International Affairs and an M.A. degree in Political Science both from Ohio University where she graduated with distinction, in addition to a Bachelor of Arts degree in Spanish from St. Joseph’s College.
