Notwithstanding a recent proposal by the online advertising industry to strengthen standards governing consumer data collection, some on Capitol Hill still see a need for Congress to enact comprehensive privacy legislation. Indeed, Rep. Rick Boucher has promised to introduce legislation this fall. Over at the Federal Trade Commission, Chairman Jon Leibowitz has explicitly warned online advertisers that the Commission will take a regulatory approach if industry does not improve its self-policing efforts.

Pike & Fischer has gathered the key players in the behavioral advertising debate for a timely, interactive webinar moderated by Lydia Parnes, former director of the FTC’s Bureau of Consumer Protection and current partner in the Washington D.C. office of Wilson Sonsini Goodrich & Rosati. Ms. Parnes and her panelists from the FTC, Capitol Hill, and the Interactive Advertising Bureau took an in-depth look at the policy, technical, and legal issues at the forefront of the debate.

About the Speakers:
Moderator: Lydia Parnes, Partner, Wilson Sonsini Goodrich & Rosati - Lydia Parnes is a partner in the Washington, D.C., office of Wilson Sonsini Goodrich & Rosati, where her practice focuses on privacy, data security, Internet advertising, and general advertising and marketing practices. The former director of the Bureau of Consumer Protection (BCP) at the Federal Trade Commission (FTC), Lydia is a highly regarded expert in the field of consumer protection. As director of the BCP, one of the FTC's two law-enforcement bureaus and the nation's only federal consumer-protection agency, Lydia oversaw the enforcement of a wide range of laws designed to prevent fraud and deception in the commercial marketplace, safeguard consumer privacy, and provide consumers with important information about the goods and services they purchase. She also represented the bureau in international settings and on Capitol Hill in connection with such high-profile issues as information security and privacy, Internet advertising, and identity theft.

Molly Crawford, Senior Attorney, Division of Privacy and Identity Protection, Federal Trade Commission - Molly Crawford is an attorney with the Division of Privacy and Identity Protection, Bureau of Consumer Protection, at the Federal Trade Commission in Washington, D.C. Molly investigates and prosecutes violations of U.S. federal laws governing the privacy and security of consumer information and has worked on the Federal Trade Commission’s enforcement actions under the Gramm-Leach-Bliley Safeguards and Privacy Rules, the Fair Credit Reporting Act, and Section 5 of the Federal Trade Commission Act, including the Commission’s cases against TJX, DSW, and ChoicePoint. Before joining the Federal Trade Commission staff, Molly was an associate with Arnold & Porter LLP in Washington, D.C. She also served as law clerk to the Honorable Claude M. Hilton of the United States District Court for the Eastern District of Virginia. Molly is a summa cum laude graduate of American University’s Washington College of Law.

Neil Fried, Minority Senior Counsel, U.S. House Committee on Energy and Commerce - Neil Fried is Senior Counsel on the House Energy and Commerce Committee. He advises Full Committee Ranking Member Joe Barton and Communications, Technology and the Internet Subcommittee Ranking Member Cliff Stearns on television, radio, telecommunications, spectrum and Internet issues. Before arriving at the Committee in August 2003, Neil spent three years in private practice, where he specialized in television and telecommunications issues. Prior to his work in the private sector, Neil served four years with the Federal Communications Commission as an attorney in what is now the Wireline Competition Bureau. There, Neil helped implement the Telecommunications Act of 1996. He has an undergraduate degree from Northwestern University in Evanston, Illinois, and earned his law degree from the Washington University School of Law in St. Louis, Missouri.

Brian McCullough, Senior Staff Member, U.S. House Committee on Energy and Commerce - Brian McCullough is a senior professional staff member on the House Committee on Energy and Commerce. He advises Full Committee Ranking Member Joe Barton and Subcommittee on Commerce, Trade, and Consumer Protection Ranking Member George Radanovich on trade, auto safety, product safety, consumer protection and privacy issues. Brian worked on securities markets and accounting issues under the Committee’s then jurisdiction through 2000, including the National Securities Markets Improvement Act and the Gramm Leach Bliley Act. Since 2001 he has worked on various Internet commerce and privacy related efforts, including anti-spyware legislation, data security and breach notification legislation, and the provisions in the health IT legislation regarding data protection which were enacted as part of the 2009 stimulus legislation. He has an undergraduate degree in economics from the University of Richmond and an M.B.A. from the George Mason University.

Mike Zaneis, VP of Public Policy, Interactive Advertising Bureau - Mike Zaneis is the Vice President of Public Policy for the Interactive Advertising Bureau (IAB). Mike joined IAB in January of 2007 and is the head of the Washington, D.C. office. In this role he develops and manages the interactive advertising industry’s legislative, regulatory, and policy-making agenda. Mike runs IAB’s Public Policy Council, comprised of over 60 leading internet and media companies, and serves as the Treasurer for the IAB Political Action Committee. He represents the industry before the United States Congress, federal regulatory agencies, state legislatures, and at public conferences. Prior to joining IAB, Mike served as Executive Director of Technology and E-Commerce at the U.S. Chamber of Commerce, the world’s largest trade association. As the chief technology and telecommunications lobbyist, he oversaw issues affecting the business community pertaining to online and consumer privacy, data security, telecommunications, intellectual property, counterfeiting, piracy, and e-commerce. Mike has worked in the political arena since 1995 and has engaged in government affairs at the local, state, and federal levels. He received his bachelors degree from Michigan State University and both his Juris Doctor and Masters in Public Policy from Georgetown University.
